Methanisation unit for the Montpellier conurbation - Assistance to owner

In order to bring the treatment of household and similar waste produced on its territory into conformity, the Montpellier Conurbation Committee decided to build a methanisation unit with a capacity of about 235,000 tonnes per year comprising:
- a sorting, methanisation and maturation of residual waste line with a capacity of 170,000 to 200,000 tonnes/year and partial valorisation in the form of compost,
- a sorting, methanisation and maturation of bio-waste line with a capacity of 25,000 to 30,000 tonnes/year, and valorisation in the form of compost,
- biogas valorisation equipment for biogas produced after methanisation,
- general earthworks, buildings and site and services.

   
   

   
         
   

Rehabilitation of the waste disposal centre in Fort-de-France: Assistance to owner for preparing preliminary designs and procurement for the project management contract. Environmental study: preparing an application file for permission to operate and rehabilitate the waste disposal centre (Martinique)

The waste disposal centre of Fort-de-France, situated at the place known as "La Trompeuse" has been in operation since 1960. The site, about 20 hectares big, is used by the CACEM for collecting waste produced on its territory as well as various types of waste from the whole department. This activity is due to cease in December 2008.

Currently,
- the southern part of the site requires urgent rehabilitation whilst the north part will remain in operation.
- the site has no equipment capable of collecting and treating liquid and gaseous effluent from this activity,
- permission from the Prefecture under the Classified Installations for Environmental Protection regulations is required to operate the La Trompeuse waste disposal centre.

BCEOM was commissioned by CACEM to implement and carry out these various assignments. The planned investments and those resulting from BCEOM's assignment were estimated at 14 million euros.

   
   

   
         
   

Contract Assistance to Owner for urban cleanliness procurement for the Lyon area.

The assignment carried out for the Lyon area concerned contracts for collecting household waste and waste from food markets and hawkers along with several other contracts (emptying paper baskets, washing pavements, various cleaning services, etc.). BCEOM assisted the Urban Community during all the contract award phases (defining the services, drawing up the specifications, bid analysis, contract finalisation, etc.).

   
   

   
   

Transferring competence for waste collection in Grenoble.

In its Memorandum & Articles of Association, the vocation of the Community of Districts in the Grenoble area is to collect and treat household waste. Since collection is actually carried out by the member districts, the Community of Districts needed imperatively to modify the way collection was carried out in order to fully comply with its Memorandum & Articles of Association, otherwise it would have to modify them.
The purpose of the assignment carried out by BCEOM was to assess the technical relevance of transferring the collection of household waste to Community level.

   
   

   
   

Study of sludge elimination on the Var coast.

The objectives of this study included:

• Giving local owners the necessary technical and economic information to allow them to eliminate sludge correctly from an ever increasing number of treatment plants while respecting the criteria for protecting the natural environment as well as the new regulatory constraints; and
• Serving as a departure point for increasing the awareness of all those concerned and setting down the basis for future dialogue between the sludge producers and potential users.
   
   

   
   

"Clean Ports" operation for various ports including Palavas, Grau du Roi, Canet-en-Roussillon, Frontignan and Argelès-sur-mer.

A preliminary diagnosis for the "waste" component allowed an initial appraisal of the waste management situation to be made concerning pleasure boaters and professional port-users (tourism, shipping industry, etc.).
The next part of the study aimed to propose concrete solutions in order to help port managers, in partnership with the local authorities and the waste producers themselves, to set up the most suitable system for each category of waste.
