Extending-reorganising a freight port (Cap Verde Islands)

Contracting Authority: Millenium Challenge Account, Cabo Verde

 

BCEOM has won a contract for the preparatory studies for the first phase of the Port of Praia extension and improvement project, financed by the Millenium Challenge Corporation. The installations and operating systems in the Port of Praia need improving to be able to cope efficiently and profitably with the anticipated increase in freight volumes to 2020. The terminal’s productivity also needs to be increased and the port brought up to IMO (International Maritime Organisation) standards as regards the environment and security, as well as reducing the global costs of freight distribution in Cape Verde. The preliminary studies awarded to BCEOM concern the necessary short-term developments:
• Analysis of demand and preliminary design for building a freight village;
• Environmental study of the project zone;
• Geotechnical studies;
• Preliminary design and environmental impact study for a new access road;
• Yard rehabilitation study behind Quay No.2;
• Developing a wave diagram model, testing breakwater options and detailed design for a detached breakwater.
Contract period: 12 months

Improving the road network (Kenya)

Contract Authority: Ministry of Roads and Public Works

 

Under AFD (French Development Fund) financing, BCEOM, as leader of a consortium comprising Norken Ltd and Cape Consult, has won a technical assistance contract for implementing and checking the Roads 2000 programme in the districts of Nyandarua, Maragua and Murang’a, situated in the Central Province. The Roads 2000 programme strategy corresponds to an initiative by the Ministry of Roads and Public Works and the Kenya Roads Board. The aim is to improve the whole road network by introducing appropriate technology based on selective rehabilitation, spot improvements and maintenance. The assignment awarded to the consortium aims to:
• Improve the condition of the roads classified as being unpaved (about 830km) in the three districts in question as part of a network approach;
• Strengthen the road maintenance administrative, technical and management skills of the various stakeholders (departmental road committees, departmental and provincial road engineers, small and medium-sized labour-intensive contractors and local consultants) through a large training component in the Kisii training centre.
Strong emphasis is placed on the use of local resources through small contracts awarded to certified “labour-intensive” contractors.
Contract period: 42 months

Detailed design for developing the Merille River – Moyale Road (Kenya)

Contracting Authority: Ministry of Roads and Public Works

 

Under ADB financing, BCEOM has won a detailed design contract for developing the Merille River – Moyale Road (A2). This 390-km-long road is a section of the Isiolo – Moyale link (520km) at the border between Kenya and Ethiopia. When completed, this route will link Mombassa with Addis-Ababa, the capital of Ethiopia. Although classified as an A road, this road has never been asphalted and traffic, which is potentially considerable, remains minimal due to the extreme traffic conditions, particularly during the rainy season.
The detailed design awarded to BCEOM to improve this situation involves topographical surveys, soil and materials studies, road drainage studies, geometry, pavement and bridge designs, a social-economic and environmental component, quantity calculations, cost estimates and preparing tender documents.
Contract period: 24 months

     

Drinking water network appraisal (Algeria)

Contracting Authority: Algérienne des Eaux (Ministry of Water Resources)

 

BCEOM, as leader of a consortium set up with G2C Environment, has won a locally-financed contract for an appraisal and rehabilitation study of the drinking water supply systems in the towns of Mila-Grarem and Souk Ahras.
The team set up by BCEOM and its associate, is in charge of five assignments:
• Producing the drawings and collecting data from the existing system, mapping (GIS: development, implementation and user training);
• Appraisal of the existing distribution network, modelling and preparing tender documents for renovation works;
• Appraisal of the existing drinking water supply system;
• Preparing a master plan for rehabilitating and recalibrating the drinking water supply network;
• Technical and commercial management support (audit and recommendations), operating guidelines.
Contract period: 21 months

Monitoring the construction of a water treatment plant (Algeria)

Contracting Authority: Wilaya of Annaba Hydraulics Department

 

BCEOM, as leader of a consortium set up with the Algerian consultancy, Progress, has won a locally-financed contract for the technical supervision and monitoring of designs and construction for the waste-water treatment plant in Annaba (580,000 PE). This plant will serve the conurbations of Annaba, El Bouni, Sidi Salem, Boukhadra, Gharbi Aissa, Chaouli Belkacem 1 & 2 and the Kherraza – Oues Ennil Corridor. BCEOM and its associate are responsible for checking the shop drawings produced by the contractor, supervising the works and monitoring operation of the plant for 2 years.
Contract period: 4 years

Transport infrastructure facility development project (Kosovo)

Contracting Authority: European Agency for Reconstruction (EAR)

 

BCEOM, as leader of a consortium set up with COWI, has won an EU-funded contract (EAR Programme) for implementing a multimodal transport strategy and corresponding plan of action. The project, for this contract, aims to improve and develop transport facilities and services to promote the economic development of Kosovo, allow the whole population to travel around and install security and safety systems. The specific objectives of the contract awarded to the consortium are to:
• Strengthen the capacities of the Ministry of Transport and Communications regarding multimodal transport planning;
• Develop a global strategy and transport development policy in Kosovo to 2025, comprising a plan of action for the road infrastructure, road transport, urban transport and railway sectors, taking into account transverse aspects such as gender, minority and environmental questions.
Contract period: 15 months

Preparing the electricity sector for liberalisation (Serbia)

Contracting Authority: European Agency for Reconstruction (EAR)

 

BCEOM, in association with RTE-EDF Transport (as leader) has won an EU-funded (EAR Programme) contract for providing technical assistance to the energy transport network management company and market operator.
The contract involves preparing the Serbian electricity sector to integrate the liberalised regional market. The assignment awarded to the consortium aims to strengthen EMS (Elektromreza Srbije) to enable it to become capable of participating in the national and regional electricity market as manager and operator. The main aspects of the assignment are as follows:
• Financial and accounting assistance;
• Strategic questions allowing key measures in the company business plan to be defined;
• Developing a computerised management system;
• Managing assets and maintenance planning;
• Assistance with implementing market operations;
• Assistance for signing contracts and implementing computer training programmes.
Contract period: 18 months

     

Lake development plan (Rwanda)

Contracting Authority: Ministry of Agriculture and Animal Resources (MINAGRI)

 

BCEOM has won an ADF-financed (African Development Fund) contract for preparing integrated development and management plans for 17 lakes. The study involves preparing an integrated development and management plan for each lake or group of lakes, to allow the “PAIGELAC” project (Integrated Development and Management of Lakes Support Project) to orient and better plan the work for these developments.
The final objective of the study is to:
• Develop a tool to provide information necessary for implementing improvement works in a first phase, and management tools for the fishing resources in a second phase;
• Restore and maintain the production capacity of the lakes by implementing a set of measures and actions designed to restore and promote the rational sustainable operation of fishing resources, including bio-ecological aspects relating to the socio-economics of the surrounding regions.
Contract duration: 12 months

Technical Assistance for building a dam (Algeria)

Contracting Authority:
Ministry of Water Resources, National Dam & Water Transfer Agency.
 

The Ourkiss dam will comprise an earth wall with a clay core and a 40-m-high leakproof sheet 380-m-long on the dam crest and will require 1.700.000m3 of fill material. BCEOM is responsible for contributing to the technical-administrative monitoring of the construction and installation of hydro-mechanical equipment and investigation apparatus. It is also in charge of all activities (works supervision, payments, etc.).
Contract period: 42 months.

Port Engineering (Mauritania)

Contracting Authority:
National Industrial and Mining Company (“SNIM”).
 

Under EU financing (9th EDF financing agreement), BCEOM has won a contract for detailed engineering designs and tender documents for the new ore port in Nouadhibou. This contract, concerning the renewal of the existing port belonging to “SNIM” (the National Industrial and Mining Company), is designed to:
• equip the country with an efficient ore port to allow it to remain present on the international iron market;
• improve its exporting capacity;
• maintain and increase the competitiveness of “SNIM” while allowing access to other potential mining operators.
Contract period: 10 months.

Studies for upgrading road alignment standards (Tanzania)

Contracting Authority:
Tanzania National Roads Agency (Tanroads).
 

BCEOM has won a locally-financed contract for an economic study, an environmental and social impact study, detailed designs and preparation of tender documents for upgrading a 264-km asphalt paved road between Songea, Namtumbo and Tunduru.
Contract period: 11 months.

Construction supervision of a ring road (India)

Contracting Authority: Hyderabad Growth Corridor Limited (HGCL).
 

BCEOM, as leader of a consortium with AARVEE Associates, has won a locally-financed contract for the construction supervision of the Hyderabad Outer Ring Road in the State of Andhra Pradesh. The project involves a 24-km, 6/8-lane expressway between Gachibowli and Shamshabad.
Contract period: 30 months.

Impact studies for road development projects (Indonesia)

Contracting Authority: Ministry of Public Works.
 

BCEOM has won a World Bank-financed technical assistance contract for improving the management of environmental and social & cultural impacts of road development works in sensitive areas, including taking charge of isolated, vulnerable populations.
Contract period: 18 months.

     

Assistance with reorganising the road network (Macedonia)

Contracting Authority:
European Commission.

 

 

BCEOM has won an EU-financed contract for providing technical assistance services (EAR Programme) to the Ministry of Transport for reorganising the road sector. This project is designed to reorganise the road sector and improve the investment climate in the transport sector by harmonising local institutional measures and European standards. The work will involve:
• setting up new road sector legislation;
• introducing a new toll system;
• strengthening the institutional structure, redefining skills and improving road maintenance planning and management in the Road Fund for main roads (Roads Dept.);
• opening up the road maintenance market.
Contract period: 20 months.

Technical Assistance to the holding « Al Omrane » (Morocco)

BCEOM, as leader of a consortium comprising Groupe Huit and GLB Consultants has won a contract financed by the European Investment Bank (EIB) for providing technical assistance to the holding company Al Omrane. This company, a limited company governed by Moroccan law, founded in 2004, results from the institutional reform of bodies under the authority of the Ministry of Housing and Town Planning. The technical assistance is part of the government’s particularly ambitious social housing and slum clearance programme.
The main objectives of this contract are to allow Al Omrane to:
• Carry out the institutional reorganisation process and strengthen its management skills,
• Equip itself with a specific project management structure (management, coordination and monitoring) for the development of Noor Zaers, the first large-scale urban development project in Morocco,
• Equip itself with a strategy and suitable tools for rehabilitating old urban centres (Medinas) and stimulating the creation of a specific national programme involving all levels of public administration, based on an approach including urban, economic, tourist, social and cultural development among others.
The estimated contract period is 48 months.
